Early Childhood Education (PAUD) plays a strategic role in shaping the foundation of children's cognitive, socio-emotional, language, and character development. However, the quality of PAUD services in Indonesia still faces challenges such as gaps in process quality, limited teacher competency, and the need for learning innovations relevant to local and global contexts. This study aims to analyze concepts, policies, and empirical findings related to the development of learning innovations in PAUD through a literature review approach. The method used was a systematic review of various national and international sources, including journal articles, academic books, research reports, and policy documents. Data were collected using a literature search strategy with relevant keywords, selected based on inclusion-exclusion criteria, and then analyzed thematically. The results of the study indicate that effective learning innovations in PAUD must be based on children's developmental needs, emphasize the quality of teacher-child interactions, use a meaningful play approach, and consider the local cultural context. National policies such as the Independent Curriculum and the Pancasila Student Profile provide significant opportunities for educators to develop innovative practices, although their implementation still faces challenges related to quality equity and limited teacher competency. Empirical research in Indonesia and globally also confirms that the success of innovation is highly dependent on the support of continuous teacher professional development
