This study aims to analyze the problems of implementing Islamic education policies in Indonesia by highlighting the role of bureaucracy and the weak internalization of Islamic ethics in educational administration practices. The focus of the analysis is directed at the ineffectiveness of policy implementation, as indicated by overlapping regulations, hierarchical and sluggish bureaucratic structures, low integrity among bureaucratic actors, and a lack of transparency in the governance of Islamic education. This study employs a library research method by examining scholarly literature, policy documents, and relevant previous studies on bureaucracy and Islamic education policy. The findings reveal that the failure of Islamic education policy implementation is not solely caused by technical-administrative weaknesses but is also strongly influenced by ethical problems within the bureaucracy that are not fully grounded in Islamic values such as trustworthiness, justice, and responsibility. Therefore, this study emphasizes the importance of reforming the bureaucracy of Islamic education not only through structural efficiency but also through strengthening Islamic ethics as a moral foundation for educational governance. This study is expected to contribute conceptually to the development of more effective, integrity-based, and public-oriented Islamic education policies.
